SUPPLY CHAIN ACCOUNTANT
The Agricultural Research Council (ARC) is a premier science institution that conducts research with partners, develops human capital, and fosters innovation in support of the agricultural sector. It provides diagnostic, laboratory, analytical, and agricultural engineering services, post-harvest technology development, agrochemical evaluation, consultation and advisory services, food processing technology services as well as various surveys and training interventions. Through its wider network of research institutes and experimental farms, the ARC provides a strong scientific base and a broadly distributed technology transfer capacity to the entire agricultural industry in South Africa.
Key Performance Areas:
Manage the Procurement Function at the Institute level (including amongst others, procuring goods and services, liaising with suppliers, obtaining quotations/ tenders, guiding in developing specifications, negotiating contracts, and contract administration according to procurement policy)
Cost management by applying best sourcing strategies,
Act in direct support of the research function,
Evaluation of quotations and tenders in terms of PFMA/PPFFA & Treasury Regulations,
Manage the procurement process,
Implementation of SCM policy and regulations
Source all suppliers at the Institute level and manage the Institute’s Database,
Promoting procurement empowerment (BEE/HDI),
Internal control compliance
Member of local tender committee and will represent the Institute at the Corporate Tender Committee level (when the institute requires CTC level approval of the appointment of a supplier),
Manage the inventory function (including optimizing inventory levels and coordination of stocktaking of stores),
Ensure that the risks related to Procurement and Inventory Management are adequately addressed,
SCM Reporting to Central Office,
Evaluation of supplier’s performance,
Attend to audit queries,
Give procurement guidance to business units and management,
Provide leadership to subordinates,
Tender Administration,
Provide inputs for a budget.
Requirements:
National Diploma/B Degree Supply Chain Management/Procurement/Logistics, or related field,
3-year supervisory experience in Supply Chain Management or Procurement,
3-year experience as a Senior Buyer or equivalent position will be an added advantage,
Experience in a research environment in general will be an added advantage,
Proficiency in MS Office Suite,
Good communication skills (written & verbal),
The ability to establish & maintain working relationships with others,
Knowledge of PFMA, PPPFA, Treasury Regulations, PPP2022, and other relevant legislation,
Valid SA driver’s license.
